Default Making unconventional forces more conventional

This is something that I noticed happening in every single PR release and it really needs to stop. Every release something happens to make irregular forces be able to take on conventional armies head on with greater ease. Eg. Militia now have spawnable kits with optics, Civilians can now revive.

This really needs to stop since these forces aren't meant to be able to take on regular armies. In previous versions playing the militia was a breath of fresh air since you always had to lure the enemy into close range combat and use hit and run tactics. Now the militia is a conventional army. Think about it, they can revive, they can set rallies, they have a very similar spawnable kit layout to regular armies, they can build most of the same defences as a regular army, they have tanks and APC's, etc. Although keeping a few of these things would be fine most of it has to go. I recommend going back to the .7 - .75 militia (Everyone had iron sights, medics couldn't revive, just heal) just with the newer weapons like the AK-74.

The Militia has been replaced by the Chechens, who are a different deal.
