How about this system: You drive when it's green, and don't drive when it's red? No exceptions.
Seems like the obvious solution. Why all the stupid rules with turning on red, unless there's a sign and then the sings need to be colour coded, and only in some places, and if you see a goat you need to clap your hands twice and say: "Greek fire was invented in the year 672."?
