ARMA 3 is only available through Steam. So, yes, PR ARMA 3 (when released) will work with it.

Yeah, PR:Arma2 development was cancelled in favor of PR:Arma3 some time ago.

Yeah, we discretely hid that announcement at the start of this very thread.

We'll be making another announcement very soon to let the community know our short term plans for getting something released.
