You need map root/water/envmap.dds

Water will still look different from in-game though. Focus on what it looks like in-game.

Thanks for the swift response but map don't have any folders called "water" though? I unzipped various maps and couldn't find one. I thought maybe you meant in the editor but I couldn't find anything there either

You need to make one. PR maps that feature water have them.
