Well it appears you have some kind of edited files, just reinstalling PR over the edited files probably won't fix your problem you probably need to completely uninstall make sure the folders are...

you probably did something small and forgot to change it back check all your in game settings maybe u turned off your receiving voip or something. Have you edited any settings or installed anything...
