I just realized that they're going to save a huge amount of time map building now because Operation Arrowhead already has Middle Eastern texture / vehicle / structure / you-name-it resources.

I wonder if this move sped up development time...

The so called "game modes" you see on servers are missions that people have made themselves, and the server administrators choose to run, so those are the only people you can really blame for the current situation. Though I guess you can also blame the players for populating those servers thus encouraging admins to run those missions and mission makers to make them, but then again in a server with a proper admin you can also run better missions as you can actually kick people who hurt the team.

For example on Zeus, while anyone can join, we still play missions that are relatively realistic scenarios with no respawns etc and work as a team (as much as possible with public players). Squad leaders and mission commanders can be anyone who are on teamspeak (they will actually be happy if a new person wants to take up mission commander or squad leader as long as he's able to communicate). While discipline isn't very strict, people who outright don't listen to their leader and do their own thing are simply kicked (or more often die and leave before they even get to that point - Having no respawn does help that much to keep people helping their team because without respawn you can actually lose the mission which means you need to actually pay attention to what you're doing).

So this is another 15 pounds . Is there no way that it can work on both?

This is a fairly natural decision for them to make, there are many assets in OA that can be reused for PR, thus giving the devs some extra toys to play with making the first release that much better, and possibly saving them some time as well. It also sounds like the engine and play control has been improved somewhat, which is an area that certainly can use everything it can get.

That said, theres no way it will work with the original game as the devs mentioned earlier. I didn't get arma2 for PR (it wasn't announced yet anyway), but I certainly have no problem getting OA for it if PR can solve some of the major community / multiplayer issues have have plagued the series for so long.

I just coughed up $70USD on my copy, should get here tomorrow (I ordered the box).

There should be some kind of price drop / discount on it in the future if you don't want to spend the money. It's a shame that they're charging Arma 2 owners the same price... they should have made it an add-on.

I ain't really bothered that much about the cost, it is just that I recently bought Arma 2 for the mod.

Could always sell it and buy Operation Arrowhead with the proceeds.
