Though I do think it should be lowered as it dissuades people from using an already unpopular kit...

Restricting the civy like the medic + lowering the spawntime is totally the way to go.

Since the punishments on blufor for killing civilians are so light, long spawntimes are completely not required

I'm sorry, but I still haven't heard a proper argument giving a reason as to why civis should be limited.

Neither have I. Just as I haven't heard a proper arguement on why the civi punishment should be the same as the civi spawntime or lower.

Civis should get a spawntime of 60 seconds, not the current 120 which destroys all the immersion and makes the class virtually worthless.
