When they classed vehicles for spawn times and tickets all vehicles with real AT capabilities such as tanks, AT hummers and APCs with TOWs were grouped with the same 10 ticket loss and 20 minute spawn. Basically anything with that kind of offensive firepower has a 20 minute spawn because it has that kind of firepower.

The APCs with API or ASPDF rounds are 5 points and have a 10 minute respawn, the same as the 50 APCs because they simply don't have AT abilities like a TOW or tank. The one shot kill on an APC seems to be the determining factor on spawn times.

Imo if its gonna be a tow humvee with 20 minute spawns then why not replace it with a Bradly...
