Don't know, but many communist countries use whitewall tires (North Korea, Soviet Union, PRC, Vietnam etc etc). That's a good question!!!

this a site of china national radio
russian variant has bigass caption about it in center and lower it is said they start video translation at 10 am(Beijing time, +8 gmt iirc)
