Your PR shortcuts 'target' window (in Vista) should be:
"C:\Program Files (x86)\EA GAMES\Battlefield 2\mods\pr\pr.exe" start+modPath mods/pr +menu 1 +fullscreen 1

If your using XP lose the (x86):
"C:\Program Files\EA GAMES\Battlefield 2\mods\pr\pr.exe" start+modPath mods/pr +menu 1 +fullscreen 1
