If BIOS was reset - so as all the settings in it.So you've tried another Video card+
another memory (check that the voltage is high enough ~2.2v for some sticks and 1.8v is default) and you get exact same message as before?
Anyway you can post a screen shot of that error message? (use a camera maybe)
Which video card have you tried other then the 4870x2?

The only thing I can think of is to try different components 1 by 1,eventually
eliminating all but the faulty one.
So it's not the RAM,not the video card -that leaves us with:

1.Motherboard
2.Power Supply
3.CPU

You can test the Power supply/CPU on your brothers PC probably assuming
his PC is Intel 775 socket.
Make the force be with you.

Make sure all the cables are plugged in into the motherboard, many DFI (I know u have asus)
boards have additional 12v connectors that many, many people forget to plug in.
It looks like a fan connector, but has 4 pins
One of my boards here (790fx) has 4 separate connectors on the motherboard.

I just remembered there is a setting in the BIOS under (I think) PCIe section
that sets a maximum wattage allowed per PCIe slot -set it to 200 or more
the defaul (value) is probably too low for this card.
You'll need to borrow another card to get to the BIOS.

No worries,
Another thing with Asus or at least with the one I have (M3a) is that
some settings are "hidden" and you need to press F4 in the BIOS to make them "visible".

The wattage setting should be under Advanced/Chipset /PCI Express Configuration section, mine says: GPP Slots Power limit W,(25)

You can also try the other PCIe slot, but who knows wether this ^^ fixes it so
hope for the best and prepare for the worth.
Maybe just keep the board on 24/7 when it boot fine?
