I think you've mistaken him here Rhino, I believe he means a single carriageway road which has two lanes - one lane in each direction. A dual carriageway is a motorway or freeway which start at two lanes in each direction and can go up to whatever number you like - when I was in S. Korea, the road from the airport was 12 lanes in each direction.
With the road leading to the Village, well it really isn't, its just passing through. Think of this road as a continuing road throughout the area, it just so happens to go through a village here. It wouldn't be the first time this has happened in most countries, well until they build a freeway by-pass around them.
