How to Disable Auto balance REALLY!

I want Play Training In local with my friend

But each when I made Local server (I creat Server In game Not Use any other program)

I check Autobalance disable (was already Disabled So I don't have to check that one)

And run the sever

First of game was Fine but after 5 or 10min they change the team as sever pleases them self

WTH? I want play Training with My Freind In same Team Not a separate

So

How Can I REALLY DISABLE AUTO BALANCE?

Plz Advice

Use a PRSP local server. Set ratio to 50/50 and put 1bot in. There for the server will allow you both to team switch at ease.
