the power of dual core (and something else)

i don't feel like im using all the power i can out of my dual processor, when i open up things that record the activity of it, it rarely goes above 50%. any help?

and when im playing games i'll be playing a match and then suddenly the graphics will go down, any reason it could be doing that?

Your games and programs aren't multithreaded, they haven't been coded to use up both cores at the same time. There are some that are - Crysis allegedly, Supreme Commander, some Adobe software I believe. You'll notice it go higher than 50% when you have two programs running CPU intensively.
As for graphics going down, what do you mean? Framerate? Quality?

quality, if i had the time i would do some screenshots for you.

im not sure wether it's pr or the engine, i'll have to do more testing.

it also happens in TF2, just not as quick.

You forgot to mention what CPU you have, and what program you are using to record your CPU usage.

As kahuna said, very few programs are programmed to use dual cores. Even so, most of the time the speed of your CPU is not going to be a problem. What is going to keep your comp from performing is you Gfx card and the amount/speed of the RAM you have.

As far as your Gfx quality dropping, it might be your GPU overheating? I don't have a real clue, I'll just toss that out that and see what bites.

really don't care about the CPU now. (answered)

i think it could be the GPU over heating, but when i run nTune (NVIDIA performance program) it doesn't go that high, stays at 122 degrees (fahrenheit)

well you could and try to take off the side pannel of your computer and then try and runnning pr, if it fixes it then it was something over heating. could you post your system specs please.
