Win 7 Question about a GPU

Will a EVGA GTS 250 1GB run PR very good? Im not very good at know thing stuff so someone help?

yeah it will run it fine.

A multicore CPU would be good to have also.

It won't be super maxed out with all details etc, but I'm assuming you knew that when considering a budget/mid-range GPU

I'd say about 50% of settings on medium, a few on high and AA on 2x at max to maintain 30-60fps, especially on the less optimized maps.
