XP Cant get kits for training in training modes

Is there an admin switch or am I doing something wrong. I go to the vehicle and push the letter t key to bring up the kit request menu but none appear.

Yes, are you in a squad, also some vehicles on training mode have not had the kit request activated on them ,have you tried other vehicles around you?
