Yes... it sucks when you found enemy rally point under water, and you cant knife it.... have to shoot it , haveto to nade... and they just keep on spawning... and evently it will destroy... and it suuuucks...
those who make those rallys in the water.... gutless ppl...

1. It's cheating because it's unrealistic. And when i play in "Project REALITY", i want to lay on reality principles as much as possible.
2. I dont think about rally points as just spawn place. As AfterDune said, these points has some equivalent in real life. May be some camp where soldiers of same squad must meet wit heach other or regroup. So, this cant be under water.
3. See 1 and 2.
Anyway. This is my opinion and nothing can change it. It's PR-community to decide must this be fixed or not.

Yes, soldiers dies when they shooted But rally points are not a place to spawn for the same soldier , who just died. There comes a new recruit (and team get -1 to posible reinforcements), You just control both of them, but they are different persons I've always thinkied about spawning in BF in this way.

Indeed putting a rallypoint underwater would to me consider an exploit.

For future versions maybe we will be able to tweak the materials to take damage in water, but is a prety low priority.

Weather its an exploit or not, I don't think it has much of an influence on gameplay. It may be a little irritating but how could you consider it a game without one or two things like that. I don't think its even being done very often, probably only when somebody is desperate to hide their rally. Personally, I find it funny to see a rally in the water and when somebody spawns at it they make for an easy kill.

Just constantly shoot it. I'm not sure if bullets can go through water though.
