Default [0966] Dragon Fly INS - HAT low damage

[PR v0.966b] PRTA Mumble Server EU

I dont is it bug or that change deliberate

but HAT is not killing warrior APC

first time i hit it from a TOP with directly hit and warrior after hit was only light smoking
second time i hit it from site and it lost tracks

Militia HAT deals lower damage than before, single shot from top or side should've destroyed a light APC with a single shot. Yesterday it caused only a white smoke.

Steps to Reproduce:
Get HAT and shoot it on Warrior APC from top and side.
