You are correct the standard SEAL SQT holster is the 6004 Safariland Holster, built to holster Sig M226 w/ Surefire of choice attached.

BlackHawk was slow to Produce a SERPA model that allowed for light attachment. Expect a transition to Level 3 Serpas.

That looks unnecessarily complicated.
Why not something like this?

Without all the plastic of course, I'd go with fabric.

More than likely. From exprience I know some SEALS are carrying the Blackhawk. But then again. What is the definition of a SEAL? 12 guys all wearing different clothes using different gear but doing the same thing.

Because they either don't want it, or it doesn't do the job well enough.

The gear they use means life or death, so if it doesn't work right you bet your ass they'd let people know about it

I think they generally go for a drop-leg holster anyway, but that's only going from what I've seen in pictures. So who knows
