Chinese and Russian Military Technology

Do the Chinese issue optics on their rifles standard like the US forces do?

How about the Russians?

Or do certain units and personal get them and it is not standard to all infantry?

please provide sources if you could!

I looked online and found no evidence that optics on rifles are standard. i also have spoken to numerous US Marines who have trained and acted as a Liaison to the Chinese military and some say they did not see optics on the infantry's weapons and others say certain ranks and positions will get them for example a marksman or a San Ji Shi Guan (SSgt above) get them? ? ? So whats going on with this can anyone provide me a real source that says every one of their infantry may choose to have a rifle scope or not? ? ?

How about the Russian military? ? ?

anyone serve in either military?
