last train complex(and other SS-24 Scalpel complexes) were dismantled not long time ago due to START-2 treaty

iirc correctly during weapon race US decided to create underground launch complex, kind of metro with missiles, they expected USSR will symmetrically do same thing and exhaust its economy(US economy was obviously stronger). But soviets developed simple train based complex which was equal to underground one in terms of surviving and capabilities but far more cheaper
i saw this on tv so there could be mistakes in my "essay"
reminds me a story about pen and pencil if the above is true
