Swarm Theory - in the long run, will it work or not?

Going a wee bit off the topic here, but effective riot gear is currently beeing tested and developed, among them the infamous "ADS" system, and the various sound and scent stuff. But drones will without a doubt be used by various nations as a force multiplier in therms of c-c and the various other needs one might have for a unmanned platform with a vide array of available gear.

But swarms is ineffective as a delivery system, that is to say, that if you plan on using a swarm to deliver a munition to a target, there are far better ways of delivering it, than using a swarm, but then again, if you can build a hundred simple drones with a hand grenade type of thing onto it, rather than a single advanced missile, and you`r target is a light armoued thingedibob, then it speaks for itself that you`d wanna use the drones, becuse you`d have a bigger chance of delivering the munition onto the target.

Now that I come to think of it, would a bomb or a missile not have more or less the same effect, as countless drones with smaller types of weaponry?

Ofourse that's only on the ground, I think it will be far more effective and cost-effecient in air-to-air combat.

In the end I guess it all comes down to how cheap they can be made, but the AFAIK the cost of guided muntions are pretty high. I can only imagine that a drone like descriped would be much more advanced and more expensive to make.

But then again, the high prices are IIRC mainly due to the high development costs. So buying drones in such high ammounts might very well put prices down.
