Not completely certain what happened but version I heard was the missile detached from the wing pylon when the F18 caught the arrestor wire and skipped off down the deck. Unknown if the motor kicked in or not..

would the accident at the french military show where they accidentally loaded live ammo into one of the guns count as a negligent discharge? or is that sheer dumb-EXPLICATIVE-ery?

I think this is accurate. It is not a PS job, I've seen this many times before.

The incident indeed did occur on landing. As you can see, the front Catapult arm on the front wheel of the Hornet is up, and the front wheel suspension is also compressed, something you would only get on landing.

Also, the missile's motor isn't burning. The kinetic energy carried it along as the missile fell off the rail. This is a classic case of TFOA- Things Falling Off Aircraft.
