I originally heard that phrase was from an autobiography of some German soldier from WWII.

It was meant to be derogatory towards senior officers who dictate the battle plans. Generally describing the incompetence of higher ups, it has nothing to do with politics (this isn't a place for such discussions anyway).

/But the phrase has been used many times, in many different occasions towards many different armies

What stuff? Any links, evidences?

I've seen photos with South Ossetian militiamen wearing helmets and good NATO boots taken from dead Georgian soldiers, but it doesn't mean Russian army also doing this.

If you ain't got anything except "there are reports" please don't write things like these in theme about military technologies. I just don't know why you mentioned that anyway.

I'm surely not idealist since I was witness of Georgian-Abkhazian conflict in early 90s, I know what it's like to be attacked by Georgian forces wanted to "restore constitutional order". And of course I've seen looting and torched buildings, so I won't be surprised if those reports are true and I definitely don't have as much prejudice as you.

Next time try to google harder.
First article points at some "witness" who said about torching and looting. But what about the fact that

I don't have prejudice, I just see the Russian acts as trying to restore the "old time" Soviet union that lately has been seen as the "good times" in Russian memory.
Seriously, what sort of an argument is "they are killing people with Russian passports" is for invading and destroying a country?as I mentioned before, 1/5 of Israel is Russian[yes..that much!] and vast majority of them have Russian IDs, did Russia invade Lebanon to destroy Hezbollah's ability to fire rockets and supposedly kill Russian citizens?no..?
