What exactly you mean under "squad by squad basis"?

No dogfightings, Georgian SU-25ы are not capable for this.
Reports of shot down planes from Russian side:

Russians lost 3 SU-25s, 1 TU-22M3R;

Georgians lost 4 SU-25s (I'not including shot down helicopters).

my guess is some squads demand standard equipment on all troops and some allow you to pick and choose

It's not pick and choose, equipment depends from mission and present danger, there is army regulation determining things like these.

For example, soldiers (motor-riflemen, airborne troopers, specnaz and so on) always using armor and helmets in assault missions. While moving in columns close to frontlines, soldiers almost always using armor and helmets because they must be prepared for combat in any time.

Probably most pro-russian troops without helmets were south-ossetian milita... I kind of doubt that professional soldiers would be careless like that.

I'm betting that most of the soldiers on the front lines are veterans form Chechnya and other conflicts inside and around Russia. I highly doubt they care for grooming standards and army regulations by now.

As the saying goes, Russian troops fight like bears, but are led by donkeys...

Because IMO, with donkeys he meant President of the Russian Federation, Putin and bla bla bla, like they did something wrong defending South Osetians (well bombing and getting troops in the Georgia was a mistake). We should face some facts, too: Georgia made a H-U-G-E mistake and there was propaganda on CNN and BBC saying that russkies started this war.
P.S. They made me do this

A lot of them are from the Vostok special forces (ethnically Chechen), so they are battle hardened to say the least.
