I'm gonna be honest....with google at your fingertips, you should not confuse albania and algeria. Very, VERY different countries.
*Back on topic* Arms sales are not always just for the money though. Most US arms sales are made with a primary purpose of bolstering friendly nation's military capabilities, and are often made at a loss (AKA US taxpayers pay for Israeli planes/apcs/whatever). |

Back on topic, Britain made a cheap tank specifically for export (can't remember the name), which I think was sold to some South American countries. |
