Just make a bigger capacitor. Honestly, I don't think anyone doubts that railguns will eventually become part of military arsenals, even if it is obvious that we don't have the capability to make them now. People made basic railguns in their homes in the '90s (granted, they fired small amounts of particles, not slugs), so if the Navy can't figure out how to weaponize the technology in another 12 years, I would say shame on them.

Electronics can be/are hardened against EMPs, so "big enough" can be a lot harder to produce than a "big enough" conventional bomb. Also, it takes a lot less knowledge to make an effective conventional bomb.

I'm not saying the idea doesn't have merit, especially in war between two actual militaries, but I don't see a whole lot of terrorists using EMPs.

lol. Not exactly, but I agree. This is a pretty impressive technological feat, and I'm sure that they will eventually figure out how to reduce the wear due to friction down to reasonable levels, either by refining the current system or creating a new one. This isn't anything to sneeze at.
