Judging by size, its an 8 bit 1024x1024px array.
The settings you have chosen dont seem to agree with the size. |

when you save it the first time you must save as 1024*1024 then when you open next time you choose 16bit and PC

Yeah I do that, Open the TIF file -> Resize it -> 1024*1024 -> save as photoshop.raw
Open it again -> Change it to 16 bit and PC -> click ok Then that error pops up. |

is this the heightmap you importet to bf2 already ?
i had this error too but wasnt able to find a solution |

I'm having the same problem, when I saved it didn't give me a mac or PC option, then it says Specified image is larger than file.

sry for not ansvering...
i loaded it and described it as 8bit and then i went to mode and 16 bit then i pressed save not save as and saved as then i choose IBM PC then reopen and describe it again  added your heightmap below |
