Soldier zoom vs commander zoom

Since the last zoom for the commander is disabled (and i can see the reason for it), he's second zoom is less detailed compared to a regular soldier who goes for the max. zoom on his map!

This does not make sence to me ...

Is it? I thought it was the same map, just made a little bigger at the max. zoom level, but that it is no more detailed than the commanders.
