It's called asymmetrical warfare. The BLUFOR medics have a means of defence because they are fair game to shoot, the Insurgents rely on civilians for medical treatment and as such are not considered fair game (At least according to PR). The only problem here is with the players, people like you who will complain that no one is using the collaborators to provide medical services but at the same time you wont do it yourself!

FACT: The Collaborator does not need a weapon because he is a non-combatant

FACT: The Collaborator kit is not limited and is therefore more available then BLUFOR medic

FACT: Both the Insurgents and BLUFOR have a main base repair station to heal players

FACT: Both Insurgents and BLUFOR have a class that is intended to provide medical services to it's players.

FACT: The only way that Collaborator use will increase is if people get off their arses, quit whining that no one else is doing it and DO IT THEMSELVES!

OPINION: The only reason people largely don't want to go Collaborator is because it means they don't get a nice rifle they can shoot shit with, it seems that the players are still hard coded to this attitude no matter how much the devs try to change it. This is proven because the Collaborator is more available then Taliban medic but you have no problem with it because you get a nice shiny Lee Enfield to play with.
