If a civvie is exposed and it looks like you can snatch him, he usually lures you to somebody waiting with an AK. Attempt Slugs arrests, otherwise the longer a civvie is int he way the higher the probability he will get shot.
Also if I think a civvie is a spotter coordinating an assault of insurgents on our position, telling them which way we are facing and that we are awfully distracted watching him I shoot him. |

I've never shot a civi. No matter what he was doing. He chose to not wear a weapon, then I don't shoot him.

Welcome to Assymetrical Warfare.
Insurgents don't wear uniforms, don't follow the (Genebra?) convention. They shoot at clearly marked Medical Vehicles. And as someone said in the first page, Quote:

Pimping my suggestion in my sig:
Civilian should be off limits at all times when alone as a scout (no weapons or assistance with other insurgents) and can be a target if close to insurgents only. A collaborator should be able to heal, etc but be mostly unarmed (just the distraction moltov) but be valid for ROE at all times because he is directly working with the insurgents and not just giving information. Killing a civilian should have a large enough penalty that soldiers should not shoot at long range without verifying targets. |

collaborators not "civilians"
the way i see it, they are in a squad-gun them all down don't matter what they are doing. kinda pointless ingame to add them, if only you can stack bots on to randomly go around and heal INS players... oh well. |

They are not using weapons and therefore are outside of all real ROE for Coalition troops.
