guys, you aren't looking at the real issue here. you are just saying, I do not like being shot as a civilian.
I agree with that, I've been shot plenty of times with my hands up too.
The thing is, if you add huge punishments to the US side, the only thing thats gonna happen is suicide civilians throwing themselves into the fire.

Really i do not see civies get shot very often. I have found a server that i think works fine with the whole idea of civies. Hell we had some civies walk right down the street nobody even turned a eyeball towards them. They got arrested though lol.

Still there is basicly 0 punishment for shooting a civie now. I think that really that they should make it so if you shoot a civie thats held epipen, etc within the last 30 seconds then its fine. Not 90. With that time limit people take to much of a chance that they probably are fair game. Same if there to close to insurgents. It makes it to hard.

If they based the punishment on proximity instead of actions and upped the BluFor punishment civis would be used properly, not as human shields (so there would be no reason to shoot them at all when they are alone).

See my sig for a suggestion on how to separate the functions of a Civilian (informant for insurgents) from a Collaborator (non-combatant working directly with the insurgents).

I come up with 3 Ideas. I can't see how this 3 new rules can be exploited. Only exploit that will stop is noob trigger happy.

Please, If you enjoy killing civilian player in this mod, Come back when you want to play realistic depiction of war. Peoples who exploit this system is not welcome to play among us. At least not around me.

- 3 to 5 tickets loss (devs can decide) per civilian killed.

- No matter what kit civilian held or where he is, while his hands are up There WIILL be penalty for shooting civilian. Afterall, its a guy without firearm with hands up. He can't run, You can arrest him.

- You may not even arrest civilian if he is clear of marked time after holding medic kit. Thiss will create more realistic atmosphere.

This will be very effective. See how Coalition side players revive the fallen to avoid ticket loss? This will be devastating to Blufor team. People will start hating civilian killer just as much as people who waste Jeeps.

Current "you lose intel point"... What are intel points for anyway? They absolutely don't need one to find cache.

Also, it kills the team (and the player) by killing civis. Lrn2 Manual. If you "accidentally" misplaced yours:



After your next death you will respawn 120
seconds later per civilian shot (stacks up to 5 minutes additional delay)
You will not be able to request any limited kits for 10 minutes
Your score is reduced to 0 and the kill will not be listed on the scoreboard
Your team loses 10 intelligence points

It takes 50 Intel Points to get a cache (25 if there's less then 32 players)


You shouldn't add additional penalties for killing civis.. It's tough enough as it is. Team gets pissed, you get pissed for long respawn, no score for you (cry)

do whatever you like... civies will die as they did before since no one will see the change :P Personaly, last time i played insurgency as Blufor, i killed arround 10 civies... guess how many times i got punished? yep, that's right, it's 0. So you can make the spawn time 100x bigger, it won't make a difference, since 90% civies that get killed diserve to get killed. They use medpacks, epipens and ropes. What's the first thing that comes to my mind if i see an insurgent with a medpack? "Woop - easy kill. Better watch out for the ones he healed and empty the whole AR clip in the general direction."

Civies are fine the way they are. Got bored of getting killed within the ROE? Don't play civie.

I dont think there need to be any changes made to the Civi's particularly, but if this was implemented you would have to make it so if they had healed, used an epi, used a rope, or any other of the shootable offences that they cannot raise their hands untill that time has expired.
