add spawn time to BLUFOR (2-3 mins)

I would also add distance from other insurgents rules to the ROE rules in addition to the above. If within 25m of an insurgent the civi can be killed at will (open collaboration). This stops the human shield behavior and rewards a forward spotting civi. I'd even say a civi killed outseide of the ROE when 100 m away from an insurgent should have a 10 sec respawn and the shooter should be auto-killed (to represent arresting for war crimes).

I've not seen any civilian "run into fire"as people here have stated. I started playing in 0.75, and the civilian was great then. Not perfect, but at least much more used than now.

I'm not commenting on the changes from 0.85 as I have not tried the new version and evidently relying on some forum posts is how to do it.

Quite frankly, the very first thing that needs to be done is lowering the spawn time back to normal. Than, I believe the ROEs should be changed so that you can't shoot a civilian or arrest them for nothing. The only time you should be able to arrest them is if they equip their medic bag or rock, then you could say that they are in fact "collaborating" to some degree and can be arrested.

Then, if you want to prevent them running into the area of fire, you could up their spawn time by 30 seconds if they are shot within 10 meters of an insurgent, but all the while giving the coalition soldiers their own punishment. I guess you could limit it like the medic, but I really see no reason why to.

At a minimum a collaborator by himself on a rooftop should not get a 2 minute timer for being shot, that is why people don't use the kit now.

Reduce penalties from killing civis, in a hot zone with bullets flying maybe a few meters away, civilian casualties are inevitable.

Balance this by reducing the spawn time massively, to compensate. If anything, there should be more civis than insurgents. Civilians should be everywhere and primarily used to make sure the coalition forces check their fire before shooting. Civilians are collaborators (in my opinion the secondary function) when assisting insurgents which is already implemented ingame.

This. I know the increased respawn is to discourage civi suicides (even though that is pretty much RL occurance), it also punishes the civi player for...well, nothing.
Standing on top of a building...trigger happy marksman sees you and just blasts you.

your acting like a kid and have already been proven wrong by other posters.

Your moving into flaming, and flaming well easily get your account banned so you may want to act as someone with some with a basic attitude before your account gets banned acting a fool as you are.

Really? Where was I proven wrong by other posters? I'm moving into flaming?
