One of the devs posted in another thread that you can't base it on crouch, the game sees it as standing.

Yes- lie still and prone to get your stamina back quickly. It's been like that for as long as I can remember.

Also getting in a vehicle also fills it up quickly. If not immediately.

	If brute force doesn't work.......your not using enough of it.
