Can some greifer still sit in your tank/jet/helo and not allow you to enter it when you have the required operating kit?

Yes...but what would be the point? I can't see anyone being so pathetic that they consider sitting in a non-operation thing a fun thing to do. They'd also get kicked fairly fast.
