I am not sure if Bush meant it like that as I think the title may be misleading. I think he is concerned about Russian people getting LESS freedom because it sounds strange that he would be concerned when people starting to get more freedom?

This example:
"We share concerns about the ability for people to go to the town square and express their opinion and whether or not dissent is tolerated, whether or not there's active political opposition."

That guy constantly baffles me, are none of his PR guys paying attention? Publicly reffering to a former super power as "too free" is just plain mental and says more about the state of things over in the US than it does about Russia.

He also said that so I think it is more an issue of CNN confusing matters.

He didn't say Russians were too free. Not once. He said that he was concerned with a lack therof.
