GTA IV Graphic Settings

hey guys ..
this game has been our for a while and ive been playing it , im having stutter and sudden drops in FPS almost all the time !

i got the new Dell XPS 1530 with the following settings :
Core 2 Duo 2.1 Ghz
4GB DDR2 667
Geforce 8600M GT 512MB
Windows Vista Home Premium

now this is weird , i played all the new games with great FPS's but this one is just driving me crazy , when i add the command line to make the available vid memory unlimited i put everything on high and the game runs smooth but the terrain is screwed , and when i put everything to low with 1024x768 resolution it still lags out ...

any suggestions .. please if u can supply the perfect video settings for my laptop so i can run the game in peace , lol
