he was doing it at 1am so i'm filing a complaint to the letting agency if he continues after that i'll complain to the council and get his equipment seised (from the "music" he is "making" he should either be arresed of have his kit seised.)

In situations such as these you cant go wrong with poking him in the eye. Then while he's temporarily blind, tell him your problem and run.
