Like I’ve said, I know how it is, since I’ve been in the same position for more or less 2 years straight. There are three things you can and should do:
1. Talk to him,
2. Talk to the land-lord. In Norway, if you as a tenant get three complaints you’re out, but I guess that’s different in the UK, but still he (the land-lord) should be able to do a lot of things with the situation (do you have the same land-lord? If not, then your landlord does have a responsibility to help you get in contact with the other land-lord).
3. Talk to the police. Although he doesn’t break any laws (playing late at night ETC) they might be able to help you out, either by talking to him or pointing you in a direction of someone that can help, and if he really is such a menace as he seems to be, he is (by Norwegian standards) breaking the law, and he himself or the land-lord should get a visit from the police.
Good luck, and remember it isn’t over till the fat lady sings, or you have to move…

contact your councils Environmental Health Department they will give you advice on this, they are by law obliged to investigate any complaints, they will help you in various ways including speaking to your land lord, speaking the person in question, if he fails to do stop he can receive anything from a on the spot fine upto seizing his sound equipment or getting the police involved

^ that, they can come round with equipment and measure sound levels. if too high after successive warnings they can indeed seize his equipment and issue fines. he should get the message after that.
