once a week.

Drill 1/8th inch holes in floor if you have to help it find the way through...but blind holes, just get through your floor, not his ceiling.

If he's the owner drop cockroaches inside his place and call pest control (but you'll probably end up with them in your place also but heck war is ugly ^^)
But he's probably renting so contact the guys neighbors and then all contact his landlord (phone or mail) to complain about him.

And rot out the floor? Landlord will have his ass for that. Just blare obscenely annoying music at him until he gets the message, and keep a lead pipe by your door just in case he's violent.

I think doing the same as he does, playing music too loud wont do anything good. Comon guys did this ever work?

He will just turn his music louder then thread starter will make it even louder and so on...
Think of the collateral damage you do to all other neighbours in the area

Ask him, complain to someone with power. how old is he? does he live alone? get his parents on the phone

Because hitting these pipes with water for the radiators with something metal ensures all the neighbors above and bellow will get the message.

Same goes with shouting "Shut the F up!" into a shared ventilation system.
