Default Blocking MSN messenger?

Hey, I need to find a way to block MSN messenger entirely as users in my network are abusing it and infesting the computers with shit.
I have access to pretty much everything if that helps, Router/3 PCs and they all use windows xp pro.

Anyone has a method?searching on google did not find a solution for me.

Uninstall and reinstall for just the user account it's being installed on?

I can't do that, when people use my pcs they need administrative rights to use certain programs and do certain actions so restricting their account can't help me.

To more pin-point the solution, is there a way to block MSN at router level?or any other way that will keep the accounts as admins.

Hey, I found answer to my problem if someone is interested,
OpenDNS | Providing A Safer And Faster Internet sign up for free account and set it up, it has tons of filtering content which is perfect for me.

That may block the programs, but web-based ones will still be fine. AFAIK none of those are able to do file transfers, but they are still vulnerable to the current variety of virii that send people URLs, and if they're stupid enough to fall for them, there's not much you can do, aside from blacklisting URLs.

Actually that OpenDNS also block web-based ones, I tested - it blocks known web-based applications when you tell it to block "social networking/instant messenging".
Thats just the solution for me because people that use the computers here are not exactly tech-savy or have access to the router to lift the block
