How do you apply road texture to the splines?

You first have to create a new template if that is what you want to do. or select a preexisting template from the roads folder. you must make sure that you have to 2 different layers main and secondary. Then you must make sure your spline is connected. that will apply the textures to the spline. if you need to make any changes just disconnect the spline.
