Who invented the combat boot, is it an invention than everyone got at the same time, or is it a specific country that has all the copyrights?

The first soldiers to have been issued boots were the foot soldiers of the Roman legions, who wore hobnail boots to war.[2] Hessian boots were used during the 18th century.

I'm sure that armies wore boots before the romans, it's just that the romans standardized it among the legions, as they did with much of their equipment.
