The first thing Hitler did when he became the Fuhrer (SP?) and Chancellor of Germany was disarm the locales. He banned all firearms and had the nazis take them away so they would not put up a fight.

If those German Locales would have been armed they would have been able to defend themselves against the Nazi Regime

Which german locales are you talking about? Also, I don't see why the people in Germany itself would have risen up against Hitler.
