Short answer, it depends on the branch of service. For example, in the Marines (and I would presume in the Navy as well, what with the Marines being a department of the Navy and all) you have to to be a commissioned officer to be a fixed or rotary wing pilot. No warrant officers. There is a program called MECEP (Marine enlisted commissioning education program) which allows enlisted personnel to get their college degree so they can get their commission, but it's very competitive so only the smart and motivated ones get selected.

My understanding of the Army is that you can be a pilot as a Warrant Officer, which doesn't require a college degree. Of course, the warrant officer program is also meant for exceptionally qualified personnel, so they wouldn't let in any dummies.

Not too sure about the Air Force, but I would imagine at the very least you would need to be a Warrant Officer. The upshot of all of this is that, yes, you do need to be intelligent and articulate to be an officer.

While I'm sure you could get a spirited debate on this depending on whom you ask, the general consensus is that recruiters have been forced to lower enlistment standards in order to maintain quotas. It's nowhere near the sad shape the military was in at the end of the Vietnam war, if thats what you're asking?

I may have heard about that brit who claimed to be in the army, but whenever I try to remember it I just keep thinking of this guy who lied about being in the special forces and completely conned his wife etc.

He could also get away with most of the lies since he just said he couldn't talk about things because they were top secret. I don't recall the exact details though.
