Use the "numpads" as shortcut/hotkey, they aren't used in BF2 (Unless I've forgotten something).

VLC player ( http://www.videolan.org/ ) by far exceeds your requirements. It's very slim, cross-platform and it's under the GNU general public licence (open code)
For about 30 Hot-key settings go to: settings/preferences/interface/hotkey settings |

I always thought VLC was for videos. I didn't know it had playlist options, etc.
