Vermont is a wanna-be communist state.
They have a huge tax base with IBM and other tech companies so they feel that they are not bound by the forces that effect the rest of the country.
If the did succeed in secession the corporations would leave and so would all the rich elite that find fault with America, leaving the state a 3rd world country begging for handouts.
A microcosm of the larger events.... if I don't get my way then I run away.

If they did succeed in secession or even bring it up in legislation, it would have in my opinion a desired domino effect on the other marginalized states.

I wouldn't think of it as a future communist state, I'd see it more like a Social Economic Democracy much like the Scandinavian countries.

Stalin and Mao gave communism a black eye mainly because Russia and China were peasant states eager for continual dictatorial hierarchies. Marx's vision of communism had an industrial state in mind with an established middle class much like Germany and England back when he wrote his Manifesto.

The notion of taking from the rich and giving to the poor is poorly illustrated. It should be more likened to "milking the rich" by allowing them to produce and prosper with a educated and healthy working class behind them.

Here's how its done:
You tax the hell out of Multinationals doing business in your state. For example; tax Coca-cola 90% of their in-state revenues, see if they object to being milked and split the state to leave the profits to Pepsi-cola. If they raise their prices? RC-cola steps in to undercut them. Either way the state wins. OK so what if they tax AnhauserBush (Budweiser Beer) 90% and they raise beer prices sky high? A local brewery undercuts the MultiNational beer brand and all the money stays in the state.

After having done that and to fill in the gap, you allow free enterprise to flourish by not charging any taxes on small business nor personal income tax. In lieu of charging the High Income Earners a Income Tax, you charge a luxury or high consumption tax. If the rich threaten to leave the state? You create a comfortable environment. You obliterate property taxation so they can build massive homes and enjoy the security in knowing they pay all the bills so now they can strut their stuff without guilt or shame or taxes.

Here's one thing to consider if you seriously want to stimulate an economy; the rich get a tax break they invest it in the securities markets (Capitalism; allowing money to make money) That money never circulates except via High Interest Rate Loans. the Middle Class on the other hand get a tax break they directly circulate their money by spending on goods and services.
