get rid of trojan

My AV program keeps annoying me of this file thats a trojan, but the deletion and quaritine actions failed because the system is using it. Is there a way to terminate it? and its a .dll so i can not terminate it from the task manager

Boot up to something other than the Windows installation that's using it?
