currently the best on the market. Personally i'd take that 1500, get a new mobo, cpu and graphics card in the PCI-E x16 variation. Leaves you open to cheaper upgrades in the future since AGP will be outmoded soon, if not already.

go to http://www.firingsquad.com/ and check out their Hardware Forum.
Post just what you said above and a ton of people will help you out (me included if I get a chance, pretty busy with work). They know their stuff and a lot of them are editors at like Andantech.com and other places.
One guy is even a quality test guy for a major chip company that makes us all drool at what he gets to play with but can't actually talk about because of NDA stuff.

DX10 is not coming for AGP4x/8x. Only for PCIE-x16.

Current DX 10 cards that are in existance are the 8800 series, and the new R600 core by AMD/ATI. R600 isn't out yet.

If you want to go for the new mobo for x16, you'll have to get either 939 so you can keep your current memory if it's just DDR. If you go for AM2 or Conroe, you'll have to get new ddr2 memory, new processor, new mobo, new videocard. I can work something up for you real quick on newegg, but it probably will exceed your price. Lemme check.

and you'll probably need a new power supply with pcie-x16 power lines. look for a combined 30Amps on the 12volt line.

Somewhat good suggestions above.
But they actually are going to make DirectX10 AGP card. Nvida announced it the other day. Doesn't make too much sense, but oh well.
Also, you didn't say weather you needed a new computer case, new drives (optical and harddrive) and a new monitor.

That would give you good performance for the time being. You can even overclock that CPU EXTREAMLY easily without hurting it and getting a big boost in performance.
http://www.legionhardware.com/document.php?id=625&p=0
That article will show you how you can do it in a couple of mins, and it shows the boost you will see. The article even uses the same motherboard listed in the Newegg Order above.
You could go with the Intel E6600 for a tiny bit more $$ though, since it can be found for like $310.
You will probably still need a new powersupply. I am seeing lots of good reviews from OCZ powersupplys lately, and I like the lifetime warranties.
Still didn't mention if you wanted Vista and harddrives and stuff. If you don't need that, and still wanted to spend $1500, you could get an even more kick ass system.
