Unable to request kit on local server

So I'm trying to check out the helis on local but I cant get a kit..
Yes, I used sv.NumPLayersblahblah and Im in a squad.
What am I doing wrong?

What does the HQ message say? Are you requesting it at the heli or flag or apc (note you need to be in an appropriate possition by an apc-back and heli-side door to request kit)?

I tried at flag and at apc and that didnt work, didnt know about the heli door. thanks much my friend.
